BBI ni Opuzzy mtupu. Hii ni ile in greek watu husema Ng'ania ni mukwa aratuoyaga. It's very painful, but the good thing is that people on the ground.... (Not the swelling crowds on meffi TV stations ) are beginning to think differently.

In this case Ng'ania is those Elites in the topmost of the pyramid in government.

In other words wanabeba raiya vi ujinga sana.

I pray that that document will never see any light... Leave alone the light of the day.

Anyway, let me help the comic. With the 7 year tax breaks to youths who start businesses, won't that create employment and eradicate poverty??

Are we tribalists 247 or is it mostly during elections? With the expansion of executive, won't that reduce tribalism??

You think we need a law via referrendum to have tax holidays? If the govt agrees we can have it even now. As per executive expansion hio ni upuss, the furthest they'd go is give two or three posts to opposition leader 1, 2 and three.

Scrap women rep, scrap some constituencies, strip out county wards, some are useless. Then give the goodies above. As is BBI IS TOO EXPENSIVE FOR WANJIKU.

It's a NO for me.

Secondly, no constitution is perfect.

So why will I vote for BBI?

First let's accept our politics divides us along tribes with the major division being along the tribes of Kikuyu/Gema, Luhya, Luo, Kalenjin,Kamba & pastoralists. Everyone wants to feel part of government but currently there is only the position of President & his deputy. In Nigeria its easy for them to rotate because their division is between Christians & Muslims. But here in Kenya we have 42 or so tribes. So even if we do rotation presidency, watu watafikiwa lini? The BBI solves this by expanding the executive to include Prime Minister & his Deputies. To me this is a win. Some will say it's costly which is true but look at the bigger picture of how much our economy gets affected as we approach elections.

Secondly the BBI proposes 7 year tax break being given to youth who start business is good. This will encourage people to start businesses without the monkey of KRA on their backs. The finer details of such proposals will come later.

Thirdly, counties will now get a minimum of 35% from the current 15%. There will also be ward development fund. This will definitely spur growth mashinani.

The BBI also talks tough about corruption. Implementing is another thing all together. But my personal view is that shida ya Kenya is looting. I was impressed with TNA 2013 manifesto on how to deal with corruption & that's why I voted for Uhuruto. The fact that the anti corruption proposals will now be in the constitution and not in a party manifesto is a big step forward Deal with corruption and in 5 years you'll see economic opportunities in plenty.

However, the BBI has some flaws too. We will have too many MPs.

Personally, I give the document a B+.

I will vote for it.

Now let's engage/debate constructively
If we're genuinely about 'inclusivity' then we should have 42 DPMs otherwise it's all about giving the executive more carrots and sticks to dish out at will.

The 7 year tax break is a policy issue and shouldn't be constitutionalized , think this through carefully.....
if I have an established bakery and some youth gets a loan and starts his bakery right next to mine while enjoying a tax break won't that kill my business?

What the counties get is already in the 2010 constitution, it only needs implementation

We have enough laws dealing with corruption, unfortunately some get sanitized at Orange House while others are tied up with court cases. All we need is the political will to deal with corruption not a new constitution.

After all is said and done, what is to prevent the next government from tossing out BBI the same way UhuRAT wants to toss out the 2010 constitution???

On point 1, nothing stops a president from appointing all his tribes people to be PM and deputy PMs. But should we have a rational president, then you can be sure that 5 tribes will be represented at the top level of executive.

On point 2, yes no income taxes to be paid.
But I thought we had 42 ethnic communities why is it that only 5 are being considered?

What is a rational leader (we thought UK was rational) and how do we guarantee that we get one?

The same government demanding that stupid turnover tax from mama mboga is the same one giving tax breaks???
 
Isn't parochial interests what drives politics all the time?
And does that make it ok shouldn't we aspire to be better?
Should a constitution reflect parochial interests or the national interests based on the 'greatest good for the greatest number of people'?

When you give power to a political party to nominate 70 MPs based on party strength what does that imply??
The power shifts from the electorate to the political party mandarins meaning they hold sway in passing bills in parliament.

How different is it from what we currently have? Si pia sahii political parties nominate based on strength. The electorate never nominates
