Kibaki more or less did away with prohibitive taxes on importation of nduthis. This necessitated opening up of spare parts shops. This in turn meant there was vacancies for nduthi mechanics. Income from this "industry" invest their earnings in other fields.
Now, million nduthis paying at least 10bob in taxes from petrol daily is at least 10 million. Several times that amount is collected from the spare parts shops and other ventures born from the industry. That way, Kibaki was able to fund free education, physical infrastructure, and such.
Now our Uhuru would first borrow to build roads and ports, then tax nduthi imports, and then tax nduthi spare parts shops, then tax the shops landlords, then tax petrol more when nduthi imports dry up, and when the industry folds up, tax unga and milk more, and when that is not enough to pay Peter, borrow from Paul to settle the debt.
