I think what honourable senator meant was even the motorcycle operators such as delivery guys and private motorcyclists have been caught up in these shenanigans even though they are in compliance. I have a few friends whose bikes are impounded even though they have met all requirements. It's the usual story of refusing to part with a bribe that has seen them face trumped up charges.
