Cutting down on development expenditure while doubling up on government wastage and unnecessary spending is self contradictory. Add to that the attempt to increase taxation to support government wastage. It is inevitable that citizens will sense the contradictions when a government dedicates several billions to repair state houses while demanding austerity.
