Has development expenditure increased or decreased?

Like I said budget expenditure and actual expenditure and are different. Even during Uhuru's tenure the actuals were less than budget.

So is 2023/24 actual expenditure of 546 Billion correct? It's a simple question sir that doesn't require one to get emotional.

I'm not asking you whether you like or dislike Ruto.

I just asked you a simple question. One that didn't require emotions. Was the actual development expenditure for FY23/24 KShs 546 Billion?
 
Obviously, the space became unlivable after Uhuru moved out. All proposed budget spendings come with believable and plausible justifications. That is kawaida. I believe the new cars were for the former president and I remember Kanze Dena complaining when they were denied their request.

All the same, people are always looking for thing to complain about, and the thing about renovating statehouse just seems trivial to me.

All expenditures are trivial, until you pool them together. If spending could be scrutinized closely, we could easily save 200 billion without affecting government performance in any way.

There are definitely savings to be made, but the actions that would be needed would face massive resistance.

The wage bill is the biggest problem in my opinion, not this corruption people keep talking about.

Corruption is the foundation that supports all other challenges we are facing as a country, including the huge wage bill.

That is not corruption. The wage bill problem is a consequence of bureaucracy.

Which then increases taxes. How many state organs are created and then need to be sustained using a certain levy? Then when costs go up, the levies go up?

But because of our politics, 'mtu wetu' must get a job somewhere once the party he or she is affiliated to captures power lest his community feels left out.

Currently there are civil servants who are about to be made redundant. Milei did 50k. Guess what Ruto will be accused of if he does it? Anamaliza wakikuyu! He wants to bring in Kalenjins!

Senior people will push for the creation of positions or manipulate the filling of genuine existing positions in order to fix in candidates they have in mind. This happens at all levels, a few people at a time, and soon adds up to huge numbers.

There is also the use of rigid hiring practices that do not optimize the use of hired manpower, creating the need to hire people even where there is not enough workload. For example, a department A could be facing a shortage of accountants or drivers while another department B has workers who are not fully utilized, but there are no efficient mechanisms to share the manpower. Obviously this would not happen in the private sector.

We are on the same page. I visited a particular department kwa education and lo and behold, the person we were there to see arrived to work in the afternoon with nothing but a newspaper. Their office didn't even have an in/out-tray. Not even a PC.
 
This is not new. Since 2013 the Uhuru government has been having the numbers of ghost workers. Okiya Omtata or Martha Karua would deal with this.

Let's assume it is 2027. Okiya Omtatah will absolutely win the election but the votes have not been cast yet.

His party NRA needs to garner numbers for parliament. Will NRA manage to have sufficient numbers? If not, does OO need to build a pre-election coalition? If so, with who? Maybe, and most likely, a post-election coalition. If so, with who?

If all these fail and it is 99.9% likely OO has a parliamentary minority, how does he pass legislation to 'fight corruption'?
