If all these fail and it is 99.9% likely OO has a parliamentary minority, how does he pass legislation to 'fight corruption'?

If Omtatah won the presidency he wouldn't have the numbers in parliament. He would need to do a post-election coaltion to gain a majority. These coaltion partners will be from the likes of ODM, Jubilee etc, guys presumed to be corrupt. The same people Okiya is meant to fight.

How will Omtatah manage to make the corrupt fight themselves?

We have enough anti corruption laws in place. Parliament is not needed.
