There's things you have to consider.
1. Popularity of the helo model.
2. How long it will take to assemble.
3. Complexity of the build.
Helicopters aren't built and put into yards for customers to walk by and purchase, then fly away with it same day. An order has to be put in with the manufacturer to get them to build you your helicopter.
Case in point, the recent MD-530s delivered to KDF were ordered during Obeezy's last term, but here they are half the order delivered as Tilumpu is almost finishing his first term. The other half is to be delivered next year.
Also, the complexity of the model will determine how long it will take to build, since they are mostly built by hand. The MD-530 is a much simpler build in comparison to an S-76. It will take a shorter time, which is still several weeks.
Now, since the S-76 is a popular helo, there are already orders waiting to be fulfilled. If 30 are produced in a year with a long list of orders still in line, how long do you think it would take, just in waiting, before your new order starts getting worked on?
In comparison, like the Huey 2s KDF got a year or two ago, take an existing airframe, tear it down and replace the wiring, engines, rotors, gearbox and other critical components then put it back together, the whole process takes at most a year and a half before you get your chopper, instead of waiting five, six, seven years before you see it.
