Raila Odinga forced by Murang'a Senator to coil his tail, support one vote one Shilling and save his BBI and handshake. On Saturday, Irungu Kang'ata gave Raila and his ODM Party two options, either support one vote one Shilling for revenue allocation or forget BBI and handshake. The old man opted his darling baby called BBI. In a statement, he has directed his cows in the Senate to vote YES for Irungu Kang'ata's one vote one Shilling without any question. It's so ordered by the lord of poverty. We now know BBI and handshake is Raila Odinga and Raila Odinga is BBI and handshake. Without the two, he is dead politically, Uhuru Kenyatta has identified the old man's weak point and he will use it to do anything he wishes.
On the hand, he has lost Coastal region, North Eastern region, Kisii land, among others who will now lose billions of money due to this move. Jubilee is slowly by slowly disarming the old man, in 2022, he will only command Luo Nyanza since his former voting blocks will declare him as an enemy of their region for denying them fund.

The marginalized are supposed to show that they are using atleast their equalization funds to caught up with the rest so that we can then move on from equitable to equal distribution.

But all they have to show for it is real estate in Nairobi done by their leaders. they thus expect to keep being spoon fed forever. That cannot be. A baby has to grow up and at some point

So they were supposed to overcome 50 years of marginalisation in 10 years, notwithstanding the teething problems of implementing the constitution and the fact the developed areas already had infrastructure and other services in olace before "independence"?

They were supposed to show atleast what extra they have done with the extra funds but they have nothing to show for this. Let equity from now on be delt with using the equalization funds. And let these funds be clearly defined with clear demarcation of what they can or cannot cover.

You will find that devolution even with the extra they receive infact continue to increase the gap between the marginalized and the rest. That is because even with corruption happening in virtually all the counties, the one happening in these marginalized counties is on another scale mostly because the public have no awareness to question and demand.

Giving out extra funds without clear guides has just meant more money available for allowances, trips, embezzlement etc all that does nothing to address the purpose for which they are intended.

This is something many anti-Gema people are refusing to acknowledge. Gema counties have some of the most effective governance systems in the country, thanks to scrutiny by citizens. We have already impeached Waititu, and Sweetie was only saved by her ex. Counties like Nyandarua and laikipia are winning awards for good financial management. Kiambu and Murang'a are two of only 5 counties that have met the national Covid preparedness criteria.

Meanwhile, in some counties gavanas are stealing 50% of their budgets with impunity as long as they give Caesar Babuon his cut.

Fact is, devolution which was meant to cut the knees off Gema counties is going to enhance inequity.

These are people who do not know what government looks like. They have had to fend for themselves because the then formula for revenue sharing was greatly skewed against them.

Without proper education, which they were not getting in the first place, how would they know they would need to hold their leaders to account? There was a famous news feature a few years back where people in Marsabit did not even know that Kibaki had been president for quite some time. A good number still thought it was Moi.

For them to know they need to hold their leaders accountable, they would need greater amounts of civic education on their rights and responsibilities under the new dispensation.

But all this is a dream seeing how corruption is rampant in the country starting right from state house. This however doesn't mean that the amount they receive should be reduced because the government has failed to deal with corruption.
