That is why you start with cheap fertilizer. You focus on helping farmers to plant more so that even with losses at harvest, you might have a surplus. This is basic tried and proven policy.
That is not how dry grain works. You literally just have to retain I think 13-15% moisture in maize and then store it away from direct sunlight and moisture especially for subsistence farmers.Are you familiar with premature optimization?
