Reduce representation by merging constituencies. Remove CDF completely.

This matter of who pays more taxes wouldn't be an issue if actual development took place in say a county like Turkana.

Each county should be charged with creating a fund to replace CDF and administer it straight to the grassroots via MCAs. That way pesa ikiibiwa mtu alilie governor and by doing that Nyeri issues or Wajir issues won't become a National government and hence a Kenyan problem anymore.

How practical is that?

Which constituencies do we merge? We can't agree on merging Nyeri constituencies so that we can create more in Kiambu! While we have more people migrating from Nyeri to Kiambu.


We pay more taxes in Kiambu and have a bigger population, why don't we deserve more representation and taxes? Why are some people more equal than others?

Extrapolate that nationally and tell me how we have a constituencies with differences of more than 120K people. How fair is that?

You are asking the same question over and over. I could ask you the same. How practical is it adding constituencies?

The problem you are experiencing in Kiambu is more to do with devolution than it is to do with quantity of representation.

First you elected Kabogo and then Waititu who did nothing. But that is not the main issue.

The government has to first devolve all the functions to the counties which they have failed denying these counties a very big portion of the budget.

Second, I have always suggested sharing revenue to counties based on population and then having the equalization fund separate.

However, I am of the school of though that counties have not been exploited to their full potential either because people don't understand their purpose or the elected representatives have to fill their bellies first.

All these can be solved by visionary leadership first of all in the governership to exploit the resources of the county and eventually we wouldn't even need to care about the tribe of the president or who is paying more taxes than the other.
 
You may deny all you want but our economy is bleeding...we are at the mercy of imf and our priorities are at amending the constitution. Right now the government should be on a very serious austerity measure but the government in this country is on a extravagant spending spree for money it does not have...

They are even struggling to pay into the consolidated fund that handles pensions. They even want to tax those pensions.

I have always felt that our biggest problem is our politics. Our system encourages the formation of tribal coalitions with the president beholden to the tribal partners as long as he'll want to be elected. That makes him lameduck; however much we may want to deny it.
BBI will encourage the formation of two or three broader political formations that will ( hopefully) become a permanent way of our political life. And, no, the added positions of PM and deputies will not draw any more costs because they'll only be drawing their salaries as MPs.

Mwalimu, our politics are still local... political parties/ formations are still and will still remain vehicles for the next elections and then they are disbanded.
Jubilee had the chance of forming a stable political parties but interests overrode it.

Do you agree that we have a problem with allocation of funds to counties? Do you agree that people in Nairobi and Mt Kenya regions are under represented? If you agree one either of the above, how do you propose we address the problem(s)?
 
BBI will increase the percentage of revenue allocated to counties to a minimum of 35%. That's good for the counties, the central government will have to do with less.

High recurrent expenditure is normally caused by non priority spending such as bloated workforce, waste and corruption. BBI addresses the issue of corruption and wasteful spending. However, austerity which is a policy issue is not addressed in BBI.

The increase in representation is meant to cater for underrepresented groups such as people from mt Kenya region and women. The executive is growing by only 3 posts. You want less number of representatives. How can we go about cutting them down? How do you address issues like geography and one man on vote?

What would you like changed in the BBI?

The only problem with your type of thinking is that you are fixated on your tribe, why do you feel bad when Wajir seemingly benefit more than Kiambu? isnt that the tribal politics that we need to move away from in the first place?

I would expect you to show why you believe it is good for the hard working man in those counties just as it would benefit the same hard working man in Kiambu, but you seem to want that only the man in Kiambu to benefit more....
