I don't understand why people keep saying bbi will bring more money to people, it's like money grows on trees, IF our economy was doing better it would be arguable then. Recurrent expenditure is at the rooftop which leaves a very small chunk for development. Recently Italy reduced its parliament size which will enable them to save a staggering 10billion euros for over 10yrs. I honestly don't know what is wrong with us, we cannot be talking about more money to the people while increasing government recurrent expenditure unless of course, you want to kill people with taxes.

BBI will increase the percentage of revenue allocated to counties to a minimum of 35%. That's good for the counties, the central government will have to do with less.

High recurrent expenditure is normally caused by non priority spending such as bloated workforce, waste and corruption. BBI addresses the issue of corruption and wasteful spending. However, austerity which is a policy issue is not addressed in BBI.

The increase in representation is meant to cater for underrepresented groups such as people from mt Kenya region and women. The executive is growing by only 3 posts. You want less number of representatives. How can we go about cutting them down? How do you address issues like geography and one man on vote?

What would you like changed in the BBI?

Simple. Once the national cake is cooked and ready to be served, 35% of it MUST go to the counties. The size does not matter, if it grows or shrinks, counties have to get at least 35%.

Fact; Today the government is struggling to fund the minimum 15% HOW will they manage 35% with an economy on snail growth AND having postponed loan repayment. Then again we can amend it to 35% through an act of parliament when the economy improves.

Why are you contradicting yourself isnt the bloated representation a non priority spending? In anycase hii 15 percent tunaambiwa hakuna pesa, 35 percent itatoka wapi?

You can manage 35% by reducing expenditure in the central government or devolving more functions. You need to anchor 35% in the constitution because 15% is already anchored. You dont want a future government changing that.

You are misrepresenting my opinion on representation in the National assembly. It's not about the total number of MPs, it's about the numbers represented by EACH mp. Mt Kenya counties are under represented. Why do you want us to ignore this fact? Why do you conviniently ignore the fact that some regions are overrepresented and have more than their fair share of budget allocation?

We can cure overrepresentation by merging constituencies in overrepresented areas. Since counties are distinct geographical areas, I suggest that the Senate continues to cater for geographical areas while the national assembly represents people. I'm proposing that we strictly apply one man one vote doctrine in the nation assembly.

Pass laws first in Parliament to reduce expenditure. Usibebwe ufala na hawa politicians.

While the executive expands by 3 seats, parliament goes up by more than 100 seats to around 600 members, most of who will be nominated to cover the issue of gender.

So, a bloated national assembly, 2000+ MCA's and 5 members of the excutive arm of government not including cabinet secretaries.

A single MP's upkeep per year is around 50 million Kenya shillings. Do the math.

So, ask yourself..
1. Where is this 35% going to come from?
2. Must the CDF come attached to an MP?
3. Do you even understand than we have been borrowing for recurrent expenditure?

I clearly want more representation for my region. I want the counties from Mt Kenya to have better representation and budget allocation.

Us it your take that my people should be under presented so that other people are over represented? Can we cut the parliamentary seats for those who are over presented? What about skewed allocation of resources? Are you happy that your brother in Nairobi or Mt Kenya region doesn't have equivalent access to our national resources?

Why cant we all love each other? Why is it that some counties generate a tiny amount of tax revenue per capita and yet get the biggest share per capita?

Why shouldn't these questions be asked?

Now, with a budget of 3+ trillion we will have to continue borrowing. We will continue to keep digging into this hole till we default.

So, tell me again, is there really any value in increasing representation and therefore increasing recurrent expenditure just so you can enjoy a couple billion ksh (most of which will probably be stolen) for 2-3 years before we become another Zimbabwe.

Reduce representation by merging constituencies. Remove CDF completely.

This matter of who pays more taxes wouldn't be an issue if actual development took place in say a county like Turkana.

Each county should be charged with creating a fund to replace CDF and administer it straight to the grassroots via MCAs. That way pesa ikiibiwa mtu alilie governor and by doing that Nyeri issues or Wajir issues won't become a National government and hence a Kenyan problem anymore.
