So, a utopia is where the police actually treat Kenyans like human beings, rather than walking punching bags, ATMs and shooting targets.

So what you are basically saying is in this real world you are living in, police are irredeemable because you actually love brutalising and profiting off the hard work of ordinary Kenyans. Killing us every once in a while is a relaxing sport for you.

Again, why shouldn't Kenyans not celebrate the death or injury of a police officer?

Exactly the same thing I do. Kama unataka kakitu, aikujie tukiwa mbele ya judge. Hakuna shilingi huwa natoa.

The reservations are not about the policing function but the average caliber of individuals entrusted to execute the function. When law keepers become law breakers, the society slides into chaos gradually.

Question I usually ask myself. If cops were paid more, better living and working conditions, maybe better training etc would they become more professional and levels of corruption dealing with raia go down significantly? I know there already are good people within but the general public image of cops to raia is tainted.
The present-day police force was built on a rotten foundation to start with; people who were willing to betray their brethren for money from the colonialist. Therefore, it does not matter the kind of people you recruit; they will eventually adopt the prevalent organizational culture.

The problem with the police force is structural in nature right from recruitment, training, deployment, transfer, promotion and exit. Too chaotic for any well meaning individual to change. Kuingia watu huhongana. Wale wachache wenye hawahongani are make by their ability to run like mad men and the number of teeth in their mouths. Kwa training mnapigwa kama burukenge na kuambiwa vile raia ni ghasia. Deployment after training is based on kujuana na skirt. One is then ushered into an already rotten syatem without any ideals. We have officers arresting individuals for offenses that they pull from their asses just to extort. Sad.

Yes, every society has its crooks, but it seems in Kenya, they are highly concentrated in the police force. Of every 1,000 police officers you come across, only one will be good.

How can we even begin dealing with those people when the police who are supposed to carry out investigations are easily corrupted?
Worse than government apologists are the police apologists. Kwanza the Kenya police apologists. There are places like Japan that have human beings in the police force. Huku Kenya we have things that act human when not in uniform but turn into snakes once in uniform.

Culture beats strategy everytime, they could recruit the most honest, law-abiding human beings in the nation, they would still have to conform or settle for the margins where they would have little or no influence.

Only a complete change in culture will do.
