Enforcement considering most of all these rules already exist but the citizens of this country have an allergy adhering to rules.

This is it...Let us enforce the existing rules.
The people who approved the site for a nine storey building on a reclaimed marsh (nimeona kwa news that the place was marshy until they dumped soil from Thika Highway construction!) and those who gave stage by stage approvals should also face the law.

I am not sure if you were serious making the above statement but I have come across quite a few of the so called professionals who are no better than a common fundi. If you want to build something, educate yourself for every stage of the building process first. My findings: Kenyan professionals hate educated clients.

Unfortunately, sometimes I succumb to buying my time rather than follow rules that make no sense.

I have and it's really tricky because the staff in govt offices will frustrate you into bribing them.
To be honest having lived in and out of KE, all govts are almost the same in some aspects.
Your experience will be based on the attitude of the govt workers, in our case, corrupt workers make life a living hell for us.
These days things aren't as bad as back then, huduma center as a case in point.
If this model can be replicated in county offices, things will be easier in my opinion..

What will happen in that period. There are quality control laws in place but shida ni enforcement.
I have it on good authority that Kíambu County sabotaged a very good (online) buildings approval process that was installed for them by the World Bank. How, you ask? By requiring that the developers submit, at the very final step, rubber-stamped documents. Need I say any more?
