I have it on good authority that Kíambu County sabotaged a very good (online) buildings approval process that was installed for them by the World Bank. How, you ask? By requiring that the developers submit, at the very final step, rubber-stamped documents. Need I say any more?
I was a victim of the same. Systems were down for a very long time

The biggest problem is bureaucracy.
You want to comply, but the red tape just becomes too much. It becomes easier to bribe kanjo whenever they happen to pass by.
Stupid comment. Eti bureaucracy makes it hard to comply. So the intelligent you goes ahead to build a 9-storey building using D-12 steel?

Very true, because when building, there are steps that have to be followed from inception of the plan.
If one follows to the later, I don't think some errors like a Building collapsing will occur.

You've spoken like the biblical Mrs. Job. Foodah.

There's a difference between compliance and quality. Compliance (to Kanjo) means you have bribed all the right people and have the necessary papers. It doesn't necessarily mean you are going to adhere to the building standards.
Don't be surprised the collapsing buildings have all the (bureaucracy) papers.
The ones still standing have only an architect and structural engineers assessments.

Having an NCA authorization doesn't prevent your building from collapsing if you do substandard work. Lacking the same won't make your building collapse if you do a good job.

I'm not referring to permits, I'm referring to the architectural plan, followed by the structural engineer plan..... Hizo steps that one has to follow when building, based on what I've gone through, you get a lay out of everything you need to do and the materials quantity and specification required.
