From the look of it, the project bears the characteristic markings of a happening scandal. For one, a Kshs 20 billion undertaking is a monumental project that should be subjected to all the rigors that go with such projects, including laying down the objectives, needs, benefits, and risks. It's even more critical that the project is targeting mass transport in a city with insufficient infrastructure and whose population continues to outgrow any improvements. This means that we are looking at a project with long-term ramifications on city residents and the economy.
This could be another project that answers challenges that never existed in the first place, while ignoring the core issues that need address. I would not be surprised to discover that it will be exclusively supplied by French firms who now have an outlet for excess, old, or stagnant inventory.
But I blame those suited, smiling faces in the picture. Most of them have no clue what they are doing, and even when they do, they are either compromised or too afraid to speak up.
