There are source markets that are selling refined petroleum at cheaper prices than we are sourcing them for.
You realise the way you had used cheaper markets was ambiguous. Should have been cheaper sources.

Seeing as oil prices are fluid from day to day I'd like to believe that the importing entities have a system of floating quotations as soon as they get the tender. I believe refineries do not have infinite storage capacity and will discount a product that may not be moving since they can't stop refining waiting for buyers hence the regular changes in prices.
And then there are sweetheart deals like when GoK negotiates a private bilateral deal with Saudi Arabia to buy below the market rates.
