If we were to advocate for a fund based on poverty figures rather than armophous concepts such as marginalisation Central Kenya and other populous counties like Kakamega would be the biggest beneficiaries, we need to be much smarter
Before we get there we have the here and now. Let's address that first. Any step in redressing the disparity whatever method used is welcome; the end justifying the means.

What if we insist a constituency must have a minimum and maximum number of people? What is wrong with establishing a deviation of a maximum of 10% from the mean.

You seem to forget that constituencies are primarily electoral units, there is a population quota for constituencies although other parameters create variances but those are provided for in the Constitution (read article 89), it is all well laid out.

CDF made sense when we did not have devolution, now that we have counties we need to do away with it and let legislators focus on making laws and oversight

While the arrangement is still the way it is why don't we fight for parity? To be honest I don't see MPs doing away with NG-CDF anytime soon.

What's up with this binary thinking? Last I checked almost all of Central Kenya Senators are Uhuru's men, who was rigged in?

Of all the Mt. Kenya Senators we have in the Senate right now none can match the brains and wit displayed by Senators like Orengo, Mutula Jnr, Sakaja, the situation is worse in Bunge, were it not for State power we would be pushovers and if we send the same folks back in we are going to spend 5 years drifting

It is not equitable and it will never be equitable as long as we keep using the wrong premise and setting the wrong precedent in our attempts to correct the situation

You see the Constitution did not envision parliament swelling, the idea was to maintain the same number of units (290) but with higher population after every delimitation exercise, instead BBI is leading us down a slippery slope in terms of government expenditure by creating more units, we need to be shedding fat not gaining it especially when in a recession.

I was short changed in that exercise. Why should I not ask for a renegotiation? Why should I remain holding the short end of the stick?

You weren't short-changed, you my friend are drunk on politicians propaganda, there is something called a population quota which is derived by dividing our national population by the number of constituencies set by the Katiba, 290.

In 2012 the quota stood at 133,138, almost half of all the constituencies in Mt. Kenya had not attained the population quota, we did not deserve any more constituencies than we got, people keep pointing at Ruiru's 200k+ population while failing to acknowledge Mathioya, Kangema, Ndaragwa, Ndia, Tetu, Othaya, Ol jororok, Mukurweini had less than 100K people, there is absolutely no reason to have more than 290 constituencies, munachezwo!

Special constituencies were supposed to be reviewed in 2020 by IEBC, that didn't happen, I wonder why.

Yes, you got it wrong. I see you are using the 2019 census results, you should have used the same in computing the population quota which changes after every census

Current population quota should be 47,564,296/290= 164,015

Use it and you will find that:
* Kirinyaga, Embu and Meru have optimum number of constituencies based on the quota

* Muranga (+1), Nyeri (+1), Nyandarua (+1)and Tharaka Nithi (+1) have more than they should if we stuck by the quota

* Laikipia (-1), Kiambu (-3) Nakuru ( -2) and Nairobi (-9) have less than optimum based on the quota but there is a caveat here, urban areas have a much higher quota- which I cannot find out right now- I expect the variance would be lower in Kiambu and Nakuru, maybe even completely wiped out.

If we stuck to the core Mt. Kenya counties (excluding Nairobi) the 4 "excess" units are swallowed by the 5 needed in Laikipia, Kiambu and Nakuru leaving a deficiency of 1 unit only, we do not deserve more constituencies, there is no reason for mutilating the Katiba, 290 units are sufficient!
