Just text some of your younger cousins and ask them what was in the finance bill. Tell me the won't regurgitate what they read online.

They said that they'll form commission of state capture within 100 days. Is the constitution to blame for not implementing this?

Judiciary, executive and legislature met in Jan promising to come up with a report on corruption in 30 days. Nothing yet. Pia hii ni katiba tutablame?

It has always been the people. Then people (Evil society) played a huge role in writing a very shitty document that duplicated government and increased representation causing a wage bulge. The same document that is used to declare every measure meant to deter corruption as unconstitutional.
