Until recently the most recent WordPress version for which Swahili translations were available was 3.x, which made it practically impossible to set up a WordPress site in Swahili. Now this situation has changed through the efforts of FiFi project and Kenyan techie, Jacksiro. Now one can easily set up a WordPress site in Swahili. Yes you can have English as the default language for your backend, and Swahili as front-end language. If you want both for the front-end you should search for a wordpress multilanguage plugin.

It costs zero to build a site..most themes come with starter sites designs. You choose a design and just edit Menu and pages contents

You can easily configure a site if your host has WordPress installer.
