The whole idea is to disperse the round's energy and deform the slug to minimize blunt force trauma
if the round does not penetrate the kevlar, one may still suffer injury. (blunt trauma)
what happens when the bullet penetrates the Kevlar?, you get badly injured or more likely die
same logic with a face mask , virus penetrates you catch covid
and study shows virus do penetrate
reason for the disclaimer by the mask manufacturing companies

safety belts are designed to minimize injury in case of a collusion,.
A mask does not minimize your chances of catching the disease, only takes a single virus to make you sick, studies show viruses easily go through masks and offer no protection whatsoever
making it mandatory to wear a mask is nothing more but an economic thing
