What exactly is the problem with humans these days?

It is the corruption systems. A disaster is an opportunity to procure with potential for kickbacks. Once the buying has been done no one is interested in the distribution to the needy as the eyes rove on the lookout for what else can be bought.
To the cartels, the worse the disaster the better because the numbers( of money required) are never queried if the situation looks too dire.
Closer home juzi tu you saw kiunjuri close his eyes to a growing locust menace until it was almost overrunning the country. He then dropped a figure of a quarter billion shillings as required so casually...guess he was dreaming of eating with a spade. His successor said only an eighth of the amount was needed.And the locusts march has been halted... For now.

my fren 230 million was released tto fight the locust hii 30 million sijui unatoa wapi. i can say it was an act of sabotage by the president to make kiunjuri look incompetent

Some acts of theft and corruption have become so open that we are now used to.

Kiunjuri was incompetent even before the locust menace. But there are other incompetent CS's like Macharia whose policies continue to affect the nation negatively.
