What austerity?

To be fair, such programmes are usually donor-funded and the monies ring-fenced for specific purposes.

Of course, githeri media or politically-prejudiced old porcupines may not want such possibilities to interfere with a juicy propaganda yarn..
 
Wherever the money comes from, it will not benefit the target population at the end of the day. I don't think there can be any better education than supplying 1.5 million clean cooking stoves to families across the country, which is possible with that kind of budget, while creating several thousand jobs. From the budget breakdown, it is evident that the moneys will go to benefit various business that have nothing to do with the problem at hand. Even if the program is donor-funded, the ministry must have had some input, and a wrong one for that matter. What is the point of educating people about clean energy if they cannot afford the solutions?
Countries should have the courage and wisdom to reject aid they do not need.
