But again,if he has a dossier on a recruited individual(s),which he didn't present during the recruitment, for reasons only known to himself,he might use it to decline to appoint the recruited individual(s).
He cannot decline to appoint them because the Constitution requires him to appoint only, he has no power to decline.
The reason is simple, natural justice is a key tenet of our constitution and a key plank of this ideal is that a person is given the opportunity to respond to allegations levelled against them, that is what would happen has his way, the President becomes the prosecutor and judge at the same time, a situation that is more akin to a monarchy or dictatorship than a democracy, is that the kind of nation you want to live in?
