During my travels, I discovered that many places in Kenya with a large concentrations of immigrants from war torn countries tend to have cheaper alternatives because there's a lot of trading in relief food and other supplies. They get alot of powder milk for their own use because of the unavailability of refrigeration services there and because they have babies whose mothers are unable to provide breast milk for reasons such as malnutrition, diseases which can be passed in the breast milk, or sometimes just not having the babies' mothers around due to separation or death. They often trade these things for others and the stuff finds its way to places like hidden markets in Mombasa's Old town or Jomo Kenyatta avenue etc.

If you were to compare the powder milk there and, say, Naan at our local supermarkets, you'd find that it costs waaaaay less than 50% of what Naan would cost.
