Yes they were consulted to some extent the goal was to utilise some idle land. Maybe the goal was where the problem lay.

There is also a mission hospital that was built somewhere by missionaries from Asia and the whole institution collapsed and the buildings are now just there empty...there are many examples where projects were done simply because there was money and they ended up failing for various reasons
