5. Most users ignore, a few the emails land in their spam folders
6. few idiot users pay the random
7. random user tries again with another password dump

Password managers are fantastic but always back them up with two factor authentification. Better yet, write the passwords down in a book of your most sensitive sites and keep that book somewhere safe in the bedroom away from your wives and girlfriends too.
