We are discussing WHO not the other UN agencies. Is it in their mandate to collect primary data from every member state?

Primary data is collected by member states, the member country is obliged to report to who immediately they discover such, after that who will send in its observers/experts depending on the severity of the case.

Now once they data is collected or submitted at the head office they have models, formulas, and expertise to look at the data and make determinations from the same, this is made depending on the reliability of the evidence presented

Well said. How does WHO makes it decisions? Are member states consulted? What procedure was used in declaring a global pandemic?

The final decision is WHO's, they might consult, not usually with member states because they are supposed to be independent, but with other UN bodies in this case I would not be surprised if WTO was consulted and other economic agencies, but the decision is theirs and to make such a decision they have tools that they use and those tools are informed by among other parameters data from the member states, past experience and also the expertise at the organization.

There are allegations of corruption and collusion with China, we will have to wait and see if that turns out to be true or not, but one can see how such would affect the decision making.

member states make inputs through the data they present, but the final decision as i mentioned is with who, and they dont consult with member states directly (I should have mentioned that before) because they are supposed to be independent. Also remember the UN is made up of member states which are the countries, but they ar setup in such a way that they are independent, or rather supposed to be.
