Primary data is collected by member states, the member country is obliged to report to who immediately they discover such, after that who will send in its observers/experts depending on the severity of the case.
Now once they data is collected or submitted at the head office they have models, formulas, and expertise to look at the data and make determinations from the same, this is made depending on the reliability of the evidence presented
