Let me pretend to be knew here, and try establish the motive..

We will assume the tank is 1000lts.
The effective dosage of Viagra is 25-100mg. Let's assume 25mg for this calculation.
We will also assume that the faithfuls took a glass of water (250ml) each. So we need to get 25mg into the 250ml of water, or in other words, 100,000mg into the 1000lts water tank.
4 tabs of 100mg Cialis cost 4,100. Let's simplify and say each tab of 100mg is 1k. You need 1,000 tablets to get 100,000mg, which will cost a cool one million shillings.

Now, why would anyone spend a million bob on faithfuls?

PS: If the tank was 10,000lts capacity, the fellow spent 10m shillings.
