E.g when the british left Kenya, they left a fully functional system, negotiated at the lancaster house conference's for the continuation of colonial exploitation under other means/names.
One of the things the Brits had to decide was "how should the .ke nyeuthi be educated ?" to creat a loyal british product's consumer populace ?
