@Meria has the right idea. But he is prosecuting it the wrong way.
Build a hotel,lodging or whatever,provide food for those who go to the sculpture for whatever reason. That is step number one.
Step number two will only come naturally, the visitors will face the daunting task of having to go back on the same day. Voila,rooms are available.

And again, not just Catholics who go there,YOLO believers and their road trips will of course land there and claim that whatever happens in Lodwar stays in Lodwar.
