If the network was not the bottleneck, why would IEBC find it difficult to scale up server side processing ? 5MB per station wouldn't even take 250GB for the entire country. The improved quality would be more beneficial than saving a little money. Storage and processing is quite cheap nowadays.
After the collapse of the RTS in previous election due to overwhelming of the network, any measures to compress the images had to be employed.
No taking chances.

But Soweto using just two polling stations as an example of a potential wide-spread problem is like OJ Simpson murder trial acquittal and the famous courtroom demo of the "glove does not fit" moment 😄

Since voting is about numbers, evidence of the manipulation of numbers is serious.
In one example "55" has been manually changed to read "88" adding additional 30 votes in just one polling station to a candidate.
88 minus 55 is not 30. Two, this claim has already been shown to be false.

If raila does not win, that improved quality will not cut it. It does not matter what iebc does or does not do, if raila does not win there will always be a problem with IEBC or his opponents somewhere

It can be argued that continued litigation by Raila has helped the country improve it's electione infrastructure. These incremental improvements will eventually make it possible to have a robust system that is impossible to corrupt. It's expensive but so are conflicts that could occur due to unresolved electoral disputes.

It can also be argued that the baseless PEVs and instability through lies, deceit and manipulation has cost countless lives all because of his greed for power!

Mdau, after 2013 /17 petitions were heard, 2017 NASA didn't want the repeat election maandamano shenanigans was pushed. Maandamano Mondays etc.
