That is a video icon, it will only accept video file formats. for images click the image icon next to it

In the IM screen, clicking the photo icon only allows you to post a photo URL and not to browse your local storage. In the normal thread screen, the video camera icon offers you the option of browsing the drives or using you phone cam. Try it.
