wrongturn

Elder Lister
musiseme mukuona baadaye.
Basically this is slowly returning Kenyans to the old constitutional order through the back door, especially the executive.

There's a reason why everyone said cabinet members should not be members of parliament..It has worked elsewhere very well.

watu waande to give their views, not crying day in day out, when called upon, we're ever busy, kenya is made up of everyone, the moment bonobos realize that, there will be no more euphoria voting but rather facts.

My Fren, hii kitu imeshapita. This is simply hoodwinking Kenyans to meet the public participation standard.

This is just a stupid law and it was in the BBI as well. All it does is merge the legislature and the executive. The executive role would potentially be used as a carrot for MP's to support the executive's agenda that, in a perfect world, wouldn't be passed in parliament.

sazingine it's good to be optimistic. If Kenyans flood those halls or flood that email with their views, they'll listen. I think we've been assuming these things to the point we think nobody listens but people do . Look at okiya, he's taken on both legislator and executive.

There are many countries where this is the practice including The UK.
Ministers[edit]
Ministers of the Crown, and especially Cabinet ministers, are selected primarily from the elected members of the House of Commons, and from the House of Lords, by the prime minister. Cabinet ministers are usually heads of government departments, mostly with the office of "Secretary of State for [department, e.g., Defence, Health and Social Care, Foreign Affairs etc.]", usually simplified to "Defence Secretary, Health Secretary, Foreign Secretary etc.". Some cabinet ministers can be ministers without portfolio, either directly as such or (more commonly) by holding sinecure posts such as Lord Keeper of the Privy Seal, or otherwise empty titles such as First Secretary of State

The uk also don't have a written constitution. They also have a prime minister. A lot of good that did us when had one.

Why should we always look at the practices of those who colonised us as good practice, I think we should be brave enough to pursue different things not always looking back at those who colonized us.
It’s sad that members of the generation with the capacity to change policy always think like this.

We must not have a parliament that cohabits with the executive. Those are independent arms of the government that should never be merged!

BTW, changing the constitution to admit the mpigs into the executive changes the structure of government. It requires a refurendum.

Do these make them less effective as an executive or their houses of parliament less effective in their oversight role?
Theirs is a mature democracy and that works for them. They have strong institutions but here in Kenya even the so called independent institutions are still subject to the whims of the executive.
