A gang of crafty scrap metal thieves dismantled and decamped with a 500-tonne defunct iron bridge in eastern India, police said Saturday, pulling off the unlikely heist by pretending to be irrigation officials. The robbing of the bridge was reported Wednesday in the state of Bihar, one of the poorest in the country.

It is in our government's interest that those inconveniences should happen. Does our government even try to explore alternative hardware for things like road signs ama ni kununua expensive materials like aluminium halafu they erect them in the wilderness far away from populations where guarding them will be a challenge? In Tanzania, for example, they use concrete slabs and poles for road signs. If guard rails along the road are destroyed by vehicles in accidents, have you ever tried to investigate how long the government takes to recover the destroyed and repair the destroyed sections? The government people are using the dealers as scape goats. Wanagonganisha raiya. They don't want to do their work diligently. What the hell do they mean by self regulation?

Self regulation is where you honest business people come together and develop a code of (acceptable) conduct of your business with a view to weeding out those rotten apples who engage in behaviour that leads to measures that jeopardize your entire business such as the current ban. It should include not buying Kenya Power or Railways scrap from individuals because ordinarily such scrap should be sold at a public auction and bought by one of you licensed traders.

As a player in the industry can you please shade some light on the economicd of scrap metal business? For instance who do you purchase from? Can anybody sell scrap to you or you only accept from trusted suppliers? How do validate the source of the materials you buy? And finally who do you finally sell to the scrap metal. Genuinely interested.

The governement just needs to set up a regulatory authority who will license and police the industry with frequent controls and checks to weed out the illegal businesses. This is how every other industry is pretty much controlled.

Don't we have too many regulatory bodies who add to the cost of doing business? How long before some of you start corrupting their inspectors? Or complaining that they are harassing you?

Let me give you an example - The National Construction Authority. Set up to supervise construction to prevent houses collapsing and approve plans. You take plans to them and after some time when you go to check you realize they've never even removed your plans from the envelop. Eventually a guy tells you leta kile unaleta uende uendelee na mjengo. You continue going to the same guy for stage certification and he absent mindedly signs and stamps because there's an envelop n the pocket. Fourth floor house collapses killing workers. The regulator tells cameras the incident will be investigated. End of story. A good afternoon.

Classical case of whataboutism here from you Mwalimu. The scrap metal is a billion shiling industry, it's pretty much cost effective to have a regulatory authority. It will minimise to an extent the trillions the government is loosing in vandalism. That alone is good enough to have a regulatory authority.
