I guess it is a process like the way some agricultural chemicals come to the farmer in concentrated form and have to be diluted /multiplied at point of use.
Like they only ship the active ingredients from the factory then add the bulking/carrier material near point of use coz it would be very expensive to ship from factory to point of use.
