The police have always been a full-blown criminal outfit. I have always felt that criminality does not stop at picking small bribes here and there. Many graduate to more hardcore crimes. These four have most likely been in the business for a long time such that they could even get referrals from past customers. And considering that they are young, it means they learnt the trade from older members.

And the so called "Good cops" work with crooked officers like this all the time. It will take 100 years for Kenya police to fix their reputation.
