Let's get this clear. GOVT should pay for the education of critical cadres like doctors. But after training these graduates should be bonded to work in the public service. No need to train medics who immediately board a plane for Canada....
Again, you are being uneconomical with truth. Universities used to rely on parallel programs, but that ended in 2015. It has been a downward spiral, with universities workers going for months without pay and the debt kept growing. The new funding model allows those who can afford to pay more, while those who can't afford to pay none.

Sounds good on paper but the determination of who can afford or who cannot is not working. Once again if they stopped stealing more than half of the 656B budget and consolidated the budget with what is given as bursaries by President, MPs, Governors we would be able to pay to pay tuition for all children while parents only look for upkeep money. If the funding was transparent corporates like Equity Jomo Kenyatta Foundation and other organizations that spend a pretty penny on bursary schemes like wings to fly would also pool their contributions to the Education Fund.

The kieni MP should not be ranting as such, while its sad that his businesses were ransacked and destroyed, he should have played a better role at legislating and not antagonise the people...this goes to all the mps
Please provide evidence. Show us a complaint of someone needy but denied funding. I was assisting someone apply for scholarship/loan, and some of the questions/evidence asked is who used to pay for their fees in high school and evidence for scholarship if any. During our time, Helb gave 35/40K to almost all students, and 60k to orphans. But some people attached letters from school/local administrators proving their parents struggled, and they could get 50K + 8k bursary. This still applies to date.
I can't tell whether the budgeted money goes to officials' pockets, but you could prove how the situation is different from what Uhuru and his administration were doing? Remember, the budget amount could be varying figures but not as the % of the total revenue collected. It has been 27% since free secondary education was introduced.

I don't know how you except me to provide an example without disclosing personal information but i'll tell you this. There's a young man I took in my wings when his parents got immersed in the alcoholism that you are very familiar with. He's now going for the second sem of his second year. When he was joining campus HELB couldn't process his application because he was underage and didn't have ID. He got ID after 1st sem of first year and since then has been applying and it is only last week that he got an acknowledgement (not money mind you). There are two others that I know dropped out to join TVETs.
I was trying to see if you could tell how money is being stolen more now than it was getting stolen 3yrs ago, nothing much, but you haven't yet. He who alleges proves.
What reason? I only commented on what I had a problem with, not what I was agreeing with. By law, a minor can't enter into a legal contract.
I have told you what to do. Tell anyone in need the burden of proof that they are needy lies on them. Let them go back to their former schools, and tell the principals to write a letter explaining why they are needy. Believe me, it works.

I think govt long gave up on its youth. They are preparing them for absolute disaster if not failure. A generation is coming that will be purely a thug life generation. This is the onset of ghettos republic. Kenya will soon look like Haiti. We are nation moving like a headless chicken...we seem to be hurriedly implementing poorly thought out policies and almost in every sector....
The policies look good on paper but implementation is a near impossibility. Won't be surprised if we go to the previous model..perhaps with the next govt.
