The residents are to blame. Despite the fact that the council isn't doing its job, there is nothing stopping residents piling the rubbish up in one place, burn it etc. They've no pride in where they live.

This is what corruption begets. It becomes an impossible task to complete a simple 3 km road for over 10 years, leaving 50,000 people to suffer horrid conditions year-in year-out.

This is where the problem is. We all look for something/one to blame (and move on!) instead of asking what could be done.
Paipu is a classic example of how not to plan a town.
