Punishment has its place in the society. I was not discussing or law enforcement. I was saying we are a country of thieves that needs a culture change. We glorify thieves and elect them into office. A recent survey found that more 50% of the youth would engage in corruption if they had an opportunity. Those are the same people we hire.
