On the article in the link, isn't parliament doing work that is not in their mandate?

In my great haste to celebrate, I called someone at Jubilee and was told that we all misunderstood the article.

Apparently, they meant to say that employees will now be able to access 50% of the employer's contribution ... which I found thoroughly confusing because WASNT THAT ALREADY IN EFFECT?

I can personally attest to having withdrawn 100% of my contribution and 50% of my employer's contribution and reinvesting them somewhere else in 2012 ... sooooooooo :unsure::unsure:
