Those are not new vehicles checki number plate ni GK A..., so i assume the drivers are not new employees but existing ones who have been redeployed...in any case ata kama wanalipwa it would still not add up to those crazy amountsShouting? Not communicating?
Na pia dereva umesahau. Ama anashout na kuendesha this not new vehicle?
very likely bill boards, nimeziona in many streetsOn matters communication, Kaikai alisema all media houses are not charging for the ads the govt is running. So iyo 70m ni ya nini wakubwa? For sending messengers ama ya kuakisha moto for smoke signals purposes?
i have organized such campaigns na kila van huwa na driver na watu wawili (community engagers, not shouters) who are paid not less than 2k each per day. They are also trained beforehand on the objectives of the campaign, the standard message they are expected to communicate and how to respond to anticipated FAQs.maybe pay one person per car to shout through the speakers 400 per day for 100 days
He must make it look cheap you know, kama kufulia bachelor nguo.Shouting? Not communicating?

I have just learnt from a source that the campaign is in at least eight counties for now with minimum six vans per county. My source thinks the vans have been sourced from within governments and branded.
