left to either find a parking spot till a slot is available (as was intended) or left to go back to their origin to pick passengers and come with them to town.
there are designated pick points same as those at Bus station.
but that's the right question you're asking and am sure it had been asked but due to the urgency of Legacies, it was overlooked.
let's hope they have learnt that the matatus can't go back empty and would rather spend 2 hours in traffic to wait and pick passengers. they should convert it to a parking spot (maybe even built multiple floors) for the matatus, where they drop off inside the CBD then come park as they wait for an open spot at the pick points they normally use inside the CBD.
it is easier if they ban private vehicles going into town and then they pick the matatus into town....that is the only solution to traffic within CBD
that might work.
at this point, they might have to try all solutions till they find a viable one. and we have to support them till they find it/them.
They should also consider a BRT bus that only works the town road and streets, that way mtu akiweka gari parking outside of town they can pick the town BRTs
