Nothing good can come out of that useless BBI. Wailete tuiangushe.
If the 2010 constitution is yet to be fully implemented according to the timelines set in the constitution 10 years later, what makes you think these enticements they have put up to mask their real intentions will be passed and they are yet to be formulated?First mimi sijasomewa. Nimejisomea mwenyewe though sijasoma in detail the way lawyer's do
Secondly, no constitution is perfect.
So why will I vote for BBI?
First let's accept our politics divides us along tribes with the major division being along the tribes of Kikuyu/Gema, Luhya, Luo, Kalenjin,Kamba & pastoralists. Everyone wants to feel part of government but currently there is only the position of President & his deputy. In Nigeria its easy for them to rotate because their division is between Christians & Muslims. But here in Kenya we have 42 or so tribes. So even if we do rotation presidency, watu watafikiwa lini? The BBI solves this by expanding the executive to include Prime Minister & his Deputies. To me this is a win. Some will say it's costly which is true but look at the bigger picture of how much our economy gets affected as we approach elections.
Secondly the BBI proposes 7 year tax break being given to youth who start business is good. This will encourage people to start businesses without the monkey of KRA on their backs. The finer details of such proposals will come later.
Thirdly, counties will now get a minimum of 35% from the current 15%. There will also be ward development fund. This will definitely spur growth mashinani.
The BBI also talks tough about corruption. Implementing is another thing all together. But my personal view is that shida ya Kenya is looting. I was impressed with TNA 2013 manifesto on how to deal with corruption & that's why I voted for Uhuruto. The fact that the anti corruption proposals will now be in the constitution and not in a party manifesto is a big step forward Deal with corruption and in 5 years you'll see economic opportunities in plenty.
However, the BBI has some flaws too. We will have too many MPs.
Personally, I give the document a B+.
I will vote for it.
Now let's engage/debate constructively
One of the unimplemented clauses is the controversial gender rule. How would you have solved that problem? If the 2010 constitution is yet to be fully implemented according to the timelines set in the constitution 10 years later,
If politicians were serious about serving Kenyans, that law would have been passed well before the timelines set in the constitution but they are not.One of the unimplemented clauses is the controversial gender rule. How would you have solved that problem?
Nothing good can come out of that useless BBI. Wailete tuiangushe.
So your opinion is we dont pass the law giving youth tax breaks?
Using your logic shouldn't we disband the right to housing from the constitution because not everybody will get housing?
Didn't KRA change this to 1‰ revenue?Im talking from from experience not heresay. Loss making companies have a 10 year tax break. The accounting term for it is deferred tax asset on unutilised tax losses.
I have not read the document but would like to know what it says about spurring agriculture, affordable healthcare, tourism promotion
What's the point of it being in a constitution while it's implementation is based on whims and interests?Thats why I said that this time it is better because it is in the contistitution and not in a party manifesto.
Akina Uhuru wanahangaika about 2/3 gender rule because it is in the constitution. If the same clause was in the party manifesto word for word they wouldn't bother.
This right here is reason enough to throw this document in the dustbin. Mzee Okiya you want us to rely on hope that we'll elect a rational president? We hope? Let a proper document dictate that.On point 1, nothing stops a president from appointing all his tribes people to be PM and deputy PMs. But should we have a rational president, then you can be sure that 5 tribes will be represented at the top level of executive.
Pewa tusker nne kwa bill yako. The bloated wage bill should not be looked at in simplistic terms of additional politicians but also the additional cost for their entourage i.e. entertainment/coordination budget, PA, body guards, office and office administrators, vehicle and drivers, researchers and other hanger-on. It's a slippery slope in terms of additional cost.
A referendum that focuses on
1. Spurring agriculture and food production, through directly funding and supervision of agriculture by the national government in partnership of the county.
2. Health: be reverted back to the national government, most counties are grappling with a crumbling health system, where the revenue from health is not re-invested in health but to other interests dear to the county government.
3. Higher threshold for representation, a constituency to comprise a minimum of 200,000 voters and a ward 50,000 voters.
4. Revision of the 2/3 gender rule: women are the majority voters if they can't vote for one of their own, so be it.
5. Mergers of counties: counties which are unable to sustain their own staff wage bill be abolished and merged, we are a developing country and cannot support leeches.
6. Disband the useless commission that only serves to reward the well connected. At the same time audit of state corporation, and close those that have no positive impact on the economy and society.
What's the point of it being in a constitution while it's implementation is based on whims and interests?
What is stopping such a law from being passed in parliament?
Must we have a referendum for it?
The right to housing is not in any way related to this discussion
This right here is reason enough to throw this document in the dustbin. Mzee Okiya you want us to rely on hope that we'll elect a rational president? We hope? Let a proper document dictate that.
It's a joke to you because your thinking is convergent. There's something called society sensitisation where the govt involves the local leaders and this model is consistent with African traditions. Use your brain pleaseThis is a joke! Do you think mama mboga in the village knows the proportion of tribes in PSC??? Tribal tension in Kenya is mainly because of elections. Slums are now quiet but wait for 2022 you see people moving back home
@Okiya what's the point of a male and female senator per county?
And that's why when they try to trick us with this bogus document that by expanding the executive every tribe will be represented when there's no structure of enforcement, it should be resisted at all costs. Its the same hope we have that Ruto's or any other presidential candidate running mate will not be from his tribe.
