As the self-appointed Auditor General Lister I conclude that:

Out of the KES 40Billion, toa
1. 20 Billion for Zakayo and his Indian friends. :D
2. 10 Billion for all the other Africans to eat.
3. 7 Billion ya contractor who are the same people as points 1 and 2

So ideally, we are looking at about 3 billion that will go towards these roads.

'New loans coming' is more apt a title.

Sadly it's to construct the Low seal volume roads, that looks good but cannot last two years especially in areas with high traffic.
