Those of us, who were in Nairobi, when garbage was picked thrice a week, roads used to be cleaned with soap and water, trenches were disinfected /fumigated by public health officers, neighbourhood hedges and trees trimmed by Kanjo, goods, foodstuffs, checked, weight and measures inspected randomly, street lights and markings were working, safe public vehicle service were assured every 30 minutes at your stage, both text and writing books provided at schools, when public hospitals were the best..
Can remember when our tax shillings used to work for us, when people employed to work for the public, used to do so. When we had social hall meetings with councillors, chiefs , school inspectors, public health, transport managers.
Well that's gone, you pay taxes, employ county workers and be fined/jailed for not cleaning the sidewalk and drainage systems.
It's a brave new world.

Someone with his mind on the money. If I don't like you I throw garbage in your front yard when you are at work you pay.
They should also add littering to that list when caught... i like this law, people should learn to keep their environment clean even is it is away from any public ammenity

You don't penalize citizens for the problems of failed municipal services. And municipal services should start at the dumpster placed within reasonable distance of households.
So if they dont collect or give you the dumpster utaishi kwa uchafu? Are you the ones who go littering saying that you pay taxes for the government to come clean it up?

Templar? I assume you live in Nairobi and have a water bill, just check and see, you will see garbage collection and sewage is factored as a service in your monthly bill, so why should I pay and then be fined/ jailed for the same?
Make it make sense!
Littering is still insist should be a finable and jailable offence. Having said that, even if i pay for that service, i would still not live in filth just because i expect the government to do it for me, i will clean it up even without the threat of being fined

Littering is a fineable and jailable offence and has been so for eons.
The responsibility of cleaning highways and underpass is the bone of contention here not littering

So what happens when those supposed to collect from designated area don't do it?
If your home is next to a filthy highway, it would say a lot more about the home owner rather than the government. In Rwanda they even have specific days set aside for people to clean up the highways, and they are praised for having a clean city, why shouldn’t Kenyans strive for the same
The community should come together and clean it up
