The RC is an employee of the Executive via the office of the President, unlike under the defunct Constitution he does not have the power to order any arrest, only the DPP or NPS can do so.

The NPS enjoy such vast powers and operational independence they could tell Matiangi to go fuck himself and he wouldnt have a comeback.
