In this case, like in most we have seen, I think both the gava and the people were to blame....

How are the people to blame? How were they to know that water was trapped by the railway deep in the forest 5km away? It is the govt/KR that is to blame 100% since its their work to maintain the railway to ensure such danger doesn't exist. And fyi this is the Kenya - uganda railway that is used daily.

I am imagining the ADULTS who were warning others only needed to use a little brains.
Three PVC pipes dipped in the water and a little suction applied from the other end (or pushing the pipes back and forth into the water) would have had the water flowing out of the reservoir in manageable quantities and eventually draining it (the way we get water from canals to paddy fields). Sadly, no one wants to take responsibility in our society any more.

I have seen a survivor on the news saying those who were raising alarm were doing it like it was a joke.
