Mid-last year, the infestation was in Northern Ethiopia heading south. FAO gave warnings about the impending infestation. That means the locusts should have found the sprayers ready along the border regions. See how we are scrambling to secure sprayers when the infestation is already here? That means there is no one in charge.

FAO's projection was super-accurate,the swarm crossed over into Kenya on 28th December and found us totally unprepared moving from Mandera to Wajir, Meru and now Kirinyaga.
