Freedom is a state of mind....it is the community around you that matters

yes, the community that YOU choose chose to be in and that you can leave anytime. Not one you are involuntarily thrust into, usually in unpleasant circumstances, and largely comprised of people with deviant, anticommunal behaviour enforcing their own internal rules based on the exploitation of the weak by the bullies.

Thats why i said "if" if they stopped all that anticommunal behaviour and formed a strong community that does not need policing around, si maisha ingekuwa tu sawa, there even would b no need for the prison guards

By default the prison population will include the antisocial, psychopaths, bullies and some straight up evil people who thrive on taking advantage of others. If we who are free here on the outside have failed to do so, it is rather impractical to imagine they can.
