That guy is a mentally disturbed chap who walks the streets of Kamangu asking for money to buy 'tea' - I think his folks put him to it because they are several in reality, all using the same mondus operendi. So what kind of a cruel creep takes advantage of a mentally ill person - he's got a big scar on his head so I think he suffers a brain injury - to earn bonga points on tiktok? The Josephite here may not know all this so he's excused.
